I think no one would want to spend more date time with someone if he was finding them unattractive. And then it's the individual differences I mean maybe he's shy, maybe he's romantic, maybe he's introvert, there's a ton of maybes. And then it's the cultural/societal restrictions for some people who just won't make the next step on 1st date simply cause that's how it is for them.
