Rules which automatically assume that every MP is honourable really aren't designed for a situation where the Prime Minister isn't honourable and doesn't give a shit about it.

It's only being done at his own request. I assume he thought he could barnstorm through it in a "we'll fight them on the beaches" style glorious speech.
