I would say it's following in the tradition of Popular, Scream Queens, and to an extent, Glee in that it's obviously meant to be ridiculous.

I've always thought the same. Camp happens best when the drama is wrongfully higher than what the scene calls for. It always feels accidental or unaware. Everything I've seen from this show (and much of Murphy's work) is forced, like they're trying to SIMULATE camp.But there is a line between ridiculous and deliberately TERRIBLE.
Glee was camp and over-earnest, but there was a wide-eyed innocence that they genuinely believed they were making a good show in daft packaging, and the cast were all going to go on to be future Broadway megastars.
Even Scream Queens, I think Murphy had genuine belief in Emma Roberts.
This one feels immeasurably more CYNICAL, like the 0/10 reviews were a genuine marketing strategy. Nobody could have been OBLIVIOUS about how starring Kim K over Glenns and Naomis would go, no matter how many camp one-liners you script.
