Why are numbers 10 and 11 Downing Street next to each other?

Aren't odd numbers and even numbers on opposite sides of the street?
 
There's a road I walk down on the SCHOOL RUN which changes midway down the road from odds and evens, to a sort of horseshoe shape where the numbers go up by one, round the horseshoe, and then down by the one down the other side. I have to take a DEEP BREATH I go down it.

The street I grew up on went up 1 - 24 on one side and down 25 - 40 something on the other.

My gran lived three streets up; Victorian terraced houses built in blocks for cotton factory workers all at the same time. And her street was odds and evens.

I used to drive my parents insane asking them BUT WHY when I was younger.
 
And the road I live on now goes up to high 90s, odds on one side, evens the other. Except odds don't exist at all until you get to over 50, and then there are a series of cul de sacs on that side, some of which use the odd numbers of the main road, but others that have their own names. The council put up a number of signs a few years back along the road pointing to which numbers were where, but neglected to mention that it's only the odd numbers affected. So although I'm even and theoretically not affected, people still go down there looking for the even numbers.

Yet somehow, at the very end of the road, the highest odd and even numbers end up opposite each other. So I assume the estate was kind of designed backwards.

I had no idea how endlessly confusing and inconsistent street numbering can be until I started doing the odd leafleting round for the Greens recently.
 
I have a charisma modifier of +2 and proficiency in persuasion. What would I need to roll on a d20 to persuade the palace guards that they have been taken advantage of for too long, that their pay and working conditions are woeful, and that they should take up arms against their employer and start a coup?

The bard is dressed as a Chicken. We don't know why.

It pre-dates the introduction of odds and evens being on opposite sides of the street!
