I think sometimes companies like to spread a bit of anxiety and disquiet among its staff in order to lose a couple naturally before having to hand out redundancies. Hence all the "we can't say anything but wink wink" emails you get. Let the workforce spread the rumours themselves all while pushing their position that we "shouldn't spread rumours guys!!!!"

Yeah, when our office was closed in 2006, they'd held a meeting a month before the announcement to advise that the "estate and premises situation" was being looked at. We pretty much all knew what that meant. They then drew it right out for about 6/7 months waiting for people to leave before the redundancy money would have kicked in.
