How does your society deal with subjective things when they relate to the law?
 
Because they go against the law, kind sir.
That's not really an answer but never mind.

It's a clearly established part of the Bells On Sunday constitution that subjective bell related matters are decided by the Royal Arbiter of the Bell, who is currently Sir David Bowie.

Perhaps it will move to a jury based system as we move into the era of the 400s - who knows.

SAD ANNOUNCEMENT

Due to other commitments, I, Sir David BOWIE, am unable to continue as Royal Arbiter of the Bell. I have been to the palace and informed Her Majesty that I intend to resign as soon as a replacement can be found.

I invite my fellow members of the Bells On Sunday fellowship to nominate replacement Arbiters, afterwhich I shall prepare a short list and put it to the vote.

These last few months have been the happiest of my life. I wish my successor good luck on the never-ending quest to numerate all Bells.

I nominate TurnerPrize, since he's an Order of the Bell. Star probably has other commitments anyway and would neglect the bell.

Counting is fairly important to the bell as well.
 
Don't be thilly - the Royal Arbiter has ruled on songtitles in proclamation 007. The onyl way you could change that is if the new arbiter removed it.

Or you could appeal to the monarch.
