I think her posture has changed - it's not unusual for people's neck and back muscles to weaken with age, which can give a kind of hunched look, with the head moving forwards. I think it may be that, together with unfortunate lighting in that video, particularly when you consider she does have a strong chin and jaw. If you look at this photo this year, she's clearly still got a neck.
