What vile, repulsive people the Tories are now. This has to be the final straw. Hunt was supposed to calm things down and now it's this.

The government completely unnecessarily decided to hold a vote which could lead to a General Election if it was lost (a confidence vote) and where any MPs who failed to vote for them would be thrown out of the party. After it appeared that too many people were not going to vote for them anyway, they decided that it wasn’t going to be a confidence vote at all. The whips are the MPs who are responsible for making sure that MPs vote the way that their own party wants them to. The two main Tory whips appear to have gone because they didn’t know whether this vote was a confidence vote or not, which badly damaged their credibility. This is likely to make it much harder for them to get their legislation through until the whips are replaced.

So do they change it form a confidence to no confidence vote at their whim? Do they have to submit a form or something?

There are very specific rules about what has to be a confidence vote. The Opposition can trigger a formal confidence vote whenever they want and the defeat of the government’s budget would be considered to be a loss of a confidence vote, for example. The government can decide that they are going to treat something as a confidence vote whenever they want without any particular rules, but it‘s a really dumb thing to do because then you have to follow through with kicking people who don’t support you out of the party.
