With the mass testing rolling out to every tier 3 area, there was no way Liverpool wouldn’t be tier 2 after they’ve been the pilot for mass testing. If they remained in tier 3 everyone would question why bother with ineffective mass testing
Yes there is that too. We all knew we wouldn’t be back in tier 3 for that reason
